To all Residents:

It seems each year goes faster than the year we just said goodbye to. There are so many "things" each year that seems better that the last but  it is  difficult to keep up with all the new technology. 

The one thing I have learned through ALL the new years I have celebrated is enjoy your life, enjoy the people around you, try to make the most of each day, each opportunity,and each person placed in your path or you in theirs.

New Changes to Our Architectural Guidelines coming soon

The state of Texas has made some changes that all HOA's must implement. The ACC has met and made the necessary changes to our guidelines and The new changes have been sent to the lawyer for approval.  We are not certain when they will be  sent back to the ACC to send out.

wE DO HAVE 2 WEEKS OF EARLY VOTING AND THIS IS HIGHLY RECOMMENDED TO SAVE YOU TIME AND LINES. i WILL KEEP ALL UPDATED ON DATES, LOCATIONS, AND DEADLINES FOR COMPLETING VOTER'S REGISTRATION.


1. IF YOU ARE A NEW RESIDENT IN KELLIWOOD TERRACE,  YOU     PREVIOUSLY VOTED IN  FORT BEND COUNTY,  AND ONLY MOVED TO A NEW LOCATION , YOU MUST DO THE FOLLOWING:

 YOU WILL NEED TO COMPLETE A CHANGE OF  ADDRESS CARD FOR YOUR 2012 VOTER'S REGISTRATION. PLEASE DO NOT THINK IF YOU JUST CHECK A BOX ON YOU NEW DRIVER'S LICENSE THAT THAT IS ENOUGH. YOU MUST COMPLETE A FORM AND RECEIVE A NEW VOTER'S CARD IN THE MAIL.

2. IF YOU ARE A NEW RESIDENT IN KELLIWOOD TERRACE,   you moved from another state or another county, YOU MUST DO THE FOLLOWING:

WELCOME TO KELLIWOOD TERRACE

Our subdivision is  one of  9 sections of Kelliwood Fund, Inc. It was 
developed by Mr. Vincent Kickerillo in early 1990 and named after his 
 daughter, Kelli. Since then, he has developed several other subdivisions 
and all bear her name in their title. You will find this a desirable, friendly,
clean, and well maintained subdivision. Our home owner's dues is
competitive with the sub-divisions around us, usually, KT being the lowest.                
                                    Welcome! We are glad you are here!

 Our subdivision has shown much perseverance, determination, and
togetherness.  In 2002,  KT replaced a decaying wooden fence around the
perimeter with a brick fence. There was great enthusiasm with 167 homes
of 191 voting on this project. We also placed sidewalks on
Westheimer Pwy., connected other sidewalks left unfinished by
the developer, installed 5 new streetlights, and a new stoplight on
Mason Road and Cinco.  We added beauty to Westheimer  Parkway
fence line by placing a flowerbed and 7 new live oak trees.
This bed was funded totally by donations from
our residents. We have done some major "landscaping" clean up on
Mason road, power washed  and painted our entry signs in 2008.

We have a 3 acre park that we are trying to develop. A butterfly
 garden, was planted, using shrubs, plants, and borders to attract
butterflies in 2003. 
Along the park fence line to provide some privacy  72 wax myrtles were
added in 2003.  Walking trails,  3 benches, a bike rack, and a trash can
were donated to us for our park in 2008 by Cinco Mud #3.
This has brought more activity and enjoyment to this area.
We have replace a small bridge and completely redid the
entry way flower beds to the park and  added a doggie
bag dispenser to our park. All but the bridge  was  done by
volunteers and
donations from our residents.

In 2009 a playground was added  to our park. Again, we are very fortunate to
Mud #3 for the donations for this equipment which will add a place for families 
 to come and share  memories, adds an amenity to our community, thus,
bringing up our property value.  We have had a huge increase in the activity
and usage of our park. Many, many dogs are loving the attention and exercise
they are getting now in our park.

Mud 3 once again provided Manito Park with 2 picnic tables and 2 large umbrellas.
We also received a green vinyl 8 ft. chain link fence along the North side of the park,
to keep children and pets inside, and safety in our park.
The fence will not be seen from our view since we have shrubs to help hide this.  
This is the final stage to the park.

 Kelliwood Terrace is convenient to 3 large shopping malls, gymnastics,
grocery stores, worship of all faiths, work-out facilities, golfing, 2 large movie
complexes, restaurants, and the outstanding Katy School District. The traffic
situation is improving. A new toll way has  opened up that will take you from
Katy to 610 without stopping (with many exits along the way). It is the
E-Z tag only Westpark  Toll way so there are no toll booths or stops along the
way. This has made getting to Houston area fast and easy. The I-10
improvements are now completed and the ride on the freeway is much
improved. You have an HOV lane as well as a tollway to downtown. Also
available to downtown is the park and ride from 2 different locations for KT.
It is a wonderful mode of transportation for residents working downtown.

In addition to covering normal annual expenses, we have three major
items we need to be prepared for:

1.During 2010, we paid off an additional $20,000 of the brick fence note,
 leaving a balance of $49,750 at the end of October 2010.  During 2011 we
hope to pay down an additional $20,000, over normal payments.

2. A 2010 study performed by, Fisher-Smoucha, was done to determine
 what each  Fund neighborhood needed to have in a reserve account.  It was
determined Kelliwood Terrace  needs a reserve of $29,000. This account will
be available for replacement of property (perimeter fence, brick entryways and
sprinkler systems). 
We do need to maintain a cash reserve balance as recommended.

3.In addition, we have residents who owe the HOA legal fees and
 annual dues of $16,000. This  has not been deducted as an expense. 
However, If we cannot collect, we have to  show it as an expense which
reduces our available cash.

We have accumulated $51,000 in cash in two separate bank accounts.
We should continue to accumulate any profits to accomplish the goals above.
Therefore, our dues need to remain the same; $500 per year.
